Reservoir slated for fall construction

General committee has endorsed the design of the Sunnidale Park Reservoir and Booster Pumping Station, with construction anticipated to begin in the fall of this year.
At Monday’s meeting, committee reviewed a staff report that recommends the design be approved and that the location of the reservoir be moved 10 metres to the west and 3.5 metres to the north to save an additional 20 trees, and reduce the height of the reservoir’s northeast corner.
In the report committee was told the design of the booster station and reservoir is “well advanced, including the enhanced public participation component.” The report advises committee of the progress of the design, and that “amendments to the Sunnidale Park Master Plan will be required.”
Although the master plan was endorsed by City Hall, staff was directed to present final design details to council for approval. The project is expected to cost $19 million through to completion in 2013. Yearly operational costs are expected to be $80,000, starting in 2013.
In related developments, the report advises committee of several projects (some completed and some not yet underway) that will be required for the “integration of the (reservoir and pumping station) into the overall water-distribution system,” including:
• Sunnidale Road transmission watermain from Letitia Street to Wellington Street, including an under-crossing of Highway 400, construction of which is proposed for 2012.
• Sunnidale Road transmission watermain from the reservoir/station to Cundles Road, construction of which is proposed for 2012.
• Sunnidale Road transmission watermain from Letitia Street to the reservoir/station, construction of which is proposed for 2012.

The report also advises committee that an open house on the project was held on June 29, 2010, at which time the public was consulted over current architectural options, landscaping treatment, design layout, and project progress. The report indicates 57 people attended the open house.
The public’s input was sought, in a survey, on the design of the pumping station and reservoir. The report states that 86 percent of respondents preferred a curved roof profile for the station, 98 percent agreed with the “use of natural building materials,” 96 agreed that the building should blend into the background, and 96 percent agreed with the landscaping plan.
The design calls for an 18.4-million-litre underground reservoir, about 40 metres by 20 metres in size. The pumping station is to be capable of handling 15 million litres per day, and will be about nine metres by 17 metres in size.
The actual footprint of the project will be 91 metres by 35 metres for the reservoir, and nine by 17 metres for the pumping station, significantly largely than the original station-size estimate of eight metres by 10 metres.
Staff reports the increased station footprint arises from the need for an additional pump to “increase security and robustness of the overall water system,” an emergency chlorine scrubber system “due to the proximity to the park,” and a “requirement for additional floor space … for lifting access and a staging area to lift equipment from three floors down.”
The report says the “internal equipment layout” of the station has been “consolidated to minimize the above-grade footprint.” Design for the station calls for it to be about two stories below grade in order to accommodate infrastructure, like pipes and equipment.
The report also says landscaping will be conducted to minimize the presence of the reservoir/station, including a “meandering pathway (that will) cross the reservoir area, with small seating areas incorporating benches, stone and ornamental grass features … reflective of the park arboretum site.”
The report presents committee with two options: 1) to not approve the design and require additional work, 2) to approve the design, ratify it in council and put the project out for tender. Staff is recommending the latter.
