City welcomes new general manager

Barrie has a new General Manager of Community and Corporate Services, with Patricia Elliott-Spencer taking on the role.
“This is a key leadership role within the municipality and we are pleased to have Patricia join our Executive Management Team,” says Chief Administrative Officer Carla Ladd. “Patricia’s extensive record of accomplishment will serve the City well as she leads this multi-faceted division.”
The division includes legislative and court services, legal services, recreation, building and bylaw services, fire and emergency services, and finance.
Elliott-Spencer’s background showcases extensive experience in both the private and municipal sectors. Most recently, she was the Director of Finance and City Treasurer for the City of Mississauga. Prior to arriving in Mississauga, she held the same role with the Town of Oakville for four years. She also was the Director of Finance and Treasurer for the City of Waterloo and has 10 years of experience with the Regional Municipality of Hamilton-Wentworth, where she served in a variety of capacities, including Manager of Cash and Investments and Manager of Financial Policy and Planning.
In addition to her municipal experience, she has also worked as a senior consultant with Hemson
Consulting, which has a large practice in Finance and Development Charge work. She is currently the Vice President of the Municipal Finance Officers’ Association of Ontario (MFOA) and will assume the role of President in 2015.
Elliott-Spencer has a Masters of Business Administration from the University of Toronto and is a Certified Management Accountant. With a strong focus on customer service, she is looking forward to implementing innovative approaches to municipal service delivery at the City of Barrie.
